Full title and description

Federal norms and rules in the field of industrial safety — "Rules of safety in the production and consumption of air separation products" (approved by Order No. 500 of the Federal Service for Environmental, Technological and Nuclear Supervision, signed 28 November 2016). The document establishes mandatory safety requirements for the design, construction, operation, maintenance and emergency response arrangements at facilities producing, storing, transporting and using air separation products (oxygen, nitrogen, argon, krypton, xenon, neon–helium mixtures and their combinations).

Abstract

This document (Order No. 500, 28.11.2016) consolidated safety rules for hazardous production facilities handling products of air separation. It covers technical and organizational measures aimed at preventing accidents, protecting personnel and property, and ensuring readiness for localization and elimination of accident consequences for gaseous and cryogenic liquid industrial gases, associated pressure equipment, piping and storage systems. The rules were registered with the Ministry of Justice in February 2017.

General information

  • Status: Cancelled / withdrawn (ceased to be in force on 1 January 2021 as part of the regulatory consolidation under Government Resolution No. 1192 of 6 August 2020).
  • Publication date: Signed 28 November 2016; officially published/registered in the public legal information system and registered with the Ministry of Justice on 22 February 2017 (registration No. 45761). The order text provides that it enters into force six months after official publication (six-month delay from the official publication in February 2017 → effective late August 2017).
  • Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor).
  • ICS / categories: Industrial safety; hazardous production facilities; cryogenic and compressed gases; pressure equipment and piping; occupational safety and emergency preparedness.
  • Edition / version: Approved by Order No. 500 (2016) — single consolidated edition issued by Rostekhnadzor.
  • Number of pages: Official PDF / order text (published by the Ministry of Justice) spans 60 pages.

Scope

The rules apply to industrial facilities and organizational units (regardless of industry affiliation or ownership form) involved in production, storage, distribution and consumption of air separation products (gaseous and liquid oxygen, nitrogen, argon, krypton, xenon, neon/helium mixtures and their blends). Requirements address the whole lifecycle: design, construction, commissioning, operation, maintenance, repair, decommissioning and emergency response for these hazardous production facilities.

Key topics and requirements

  • Definitions and classification of air separation products and related hazardous production objects.
  • Requirements for design and layout of production units, storage tanks, cryogenic vessels and associated piping and equipment.
  • Materials, fittings, pressure-relief and safety devices suitable for cryogenic and oxidizing environments.
  • Procedures for safe filling, transfer, transportation and consumption of gaseous and liquid products.
  • Ventilation, leak detection, oxygen-enrichment monitoring and measures to manage oxygen-enriched atmospheres.
  • Operational rules, maintenance regimes, periodic inspections and pressure-equipment testing.
  • Personnel qualification, training, work permits and safe work procedures for hazardous operations.
  • Emergency preparedness, alarm systems, spill/bleed and fire prevention measures, and incident investigation requirements.
  • Marking, labeling, documentation and technical records required for safe management of air separation products.

Typical use and users

Primary users include facility designers and engineers, safety and process engineers, plant operators, maintenance teams, regulatory compliance specialists, auditors and emergency response planners at air separation plants, industrial consumers of oxygen/nitrogen/argon, cryogenic equipment manufacturers and technical inspection bodies. Regulators and legal departments also reference the rules for enforcement and compliance reviews.

Related standards

Related normative documents and earlier versions include historical rules for air separation products (various PБ / PB designations such as PB 11-544-03 and legacy PБПРВ/НПАОП documents), applicable GOSTs for pressure vessels, piping, cryogenic equipment and gas handling, and later consolidated federal rules introduced by government regulatory updates (including the set of changes effected by Government Resolution No. 1192 of 6 August 2020 which led to revocation of many older industrial safety NPA).

FAQ

Q: What is this standard?

A: It is a set of federal norms and rules approved by Rostekhnadzor (Order No. 500 of 28 November 2016) that specified industrial-safety requirements for production, handling and consumption of air separation products (industrial gases).

Q: What does it cover?

A: The document covers technical, organizational and procedural safety requirements for design, equipment, storage, transfer, operation, maintenance, personnel qualifications and emergency preparedness related to gaseous and cryogenic products of air separation (oxygen, nitrogen, argon, noble gases and mixtures).

Q: Who typically uses it?

A: Designers, process and safety engineers, plant operators, maintenance and inspection personnel, compliance officers, auditors and emergency-response teams at facilities producing or using industrial gases. Regulators use it for conformity assessment and oversight.

Q: Is it current or superseded?

A: This Order (No. 500, 28.11.2016) was formally published and registered in early 2017 but was later removed from force as part of the regulatory consolidation introduced by Government Resolution No. 1192 of 6 August 2020; it ceased to be in force on 1 January 2021. Users should consult the current consolidated federal industrial-safety rules and any replacement documents in force after 01.01.2021.

Q: Is it part of a series?

A: Yes — it is one of the series of Federal norms and rules in the field of industrial safety issued by Rostekhnadzor (series of PB / ФНиП documents) addressing specific hazard classes and industries; earlier and related publications include legacy PB / PБPРВ documents and other sector-specific safety rules.

Q: What are the key keywords?

A: Air separation products, oxygen, nitrogen, argon, cryogenic, industrial gases, pressure equipment, industrial safety, Rostekhnadzor, emergency preparedness.
