Rostechnadzor Order No. 559 dated 21.11.2013 of the Federal Service for Environmental, Technological and Nuclear Supervision about approval of Federal norms and regulations in the field of industrial safety 'Safety rules of chemically hazardous production facilities'
Full title and description
Rostechnadzor Order No. 559 dated 21 November 2013 — "On approval of Federal norms and regulations in the field of industrial safety: Safety rules of chemically hazardous production facilities" (Приказ Федеральной службы по экологическому, технологическому и атомному надзору от 21.11.2013 № 559 — «Правила безопасности химически опасных производственных объектов»). This order approves federal norms and rules establishing mandatory industrial safety requirements for facilities that produce, use, store, transport, destroy or otherwise handle chemically hazardous substances.
Abstract
The Order establishes comprehensive Federal norms and rules (FNiP) for industrial safety at chemically hazardous production facilities (ХОПО). It defines the scope of application, general safety principles, requirements for design and operation of processes and equipment, systems for control and emergency protection, documentation and justification of safety, procedures for industrial safety expertise and measures to prevent and respond to accidents and incidents at chemical-production sites. The text was originally registered with the Ministry of Justice and has undergone subsequent editorial changes.
General information
- Status: Superseded / repealed — the Order was in force after publication but was later replaced and is no longer current as of 1 January 2021.
- Publication date: Approved 21 November 2013; registered with the Ministry of Justice on 31 December 2013 (registration No. 30995). The Order entered into force according to its provisions (six months after official publication subject to the text).
- Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
- ICS / categories: Industrial safety / chemical hazards / federal norms and rules for hazardous production facilities (category: industrial safety of chemical production). (Category assignment for national legal acts is descriptive.)
- Edition / version: Original text — Order No. 559 (21.11.2013); later edited (notably an editorial/amendment edition dated 18.09.2017).
- Number of pages: Approx. 25 pages in many published electronic versions of the 2013 Order (varies by publisher/format).
Scope
The Order applies to chemically hazardous production facilities (ХОПО) where toxic, highly toxic, oxidizing or environmentally dangerous chemical substances are obtained, used, processed, formed, stored, transported or destroyed. It is intended for use in the development of technological processes, design and operation documentation, for expertise of industrial safety documentation, and for setting mandatory safety requirements for equipment, control systems, emergency protection (PАЗ), and organizational measures to prevent and mitigate accidents and occupational injuries at such facilities.
Key topics and requirements
- Definitions and classification of chemically hazardous production facilities (ХОПО) and the chemical substances covered.
- Mandatory safety requirements for development of technological processes, design documentation and technological regulations.
- Technical requirements for equipment, pipelines, vessels and ancillary systems (materials, flanges, seals, protective devices).
- Requirements for systems of monitoring, control, alarm and automatic emergency protection (ПАЗ) including parameter limits and instrumentation characteristics.
- Production organization, operating procedures, maintenance, repair, conservations and commissioning rules to ensure safe operation.
- Obligations regarding industrial safety expertise, preparation and updating of safety justifications and declarations, and documentation for major changes.
- Requirements for risk analysis, accident prevention, emergency response planning and worker training/attestation in safety procedures.
Typical use and users
Main users include designers and engineering organizations, owners and operators of chemical-production facilities, occupational safety and industrial safety specialists, expert organizations performing industrial safety examinations, regulatory inspectors (Rostechnadzor), and auditors responsible for ensuring compliance with federal industrial-safety rules. The document has been used as a binding normative reference for development and review of safety documentation at ХОПО.
Related standards
This Order is part of a set of Federal norms and rules issued by Rostechnadzor addressing various classes of hazardous production facilities. Related acts include other Rostechnadzor orders on specific facility types (for example, rules for chlorine production and for objects using liquefied hydrocarbon gases issued in the same period), and later consolidated or replacement rules issued by Rostechnadzor — notably Order No. 500 dated 07.12.2020 which introduced a revised FNiP "Safety rules of chemically hazardous production facilities" effective 1 January 2021 and thereby replaced Order No. 559.

FAQ
Q: What is this standard?
A: It is a Rostechnadzor order (No. 559, dated 21.11.2013) approving Federal norms and rules (FNiP) titled "Safety rules of chemically hazardous production facilities" that set mandatory industrial-safety requirements for chemical-production sites.
Q: What does it cover?
A: It covers classification and definitions, requirements for design and operation of technological processes and equipment, control and emergency-protection systems, documentation and safety justification, procedures for industrial-safety expertise, risk analysis, accident prevention and emergency response at chemically hazardous production facilities.
Q: Who typically uses it?
A: The primary users are facility owners/operators, design and engineering firms, industrial safety experts and examiners, regulatory inspectors, and occupational safety professionals responsible for compliance at ХОПО.
Q: Is it current or superseded?
A: Order No. 559 (21.11.2013) was superseded and ceased to be in force on 1 January 2021 following the issuance and registration of Rostechnadzor Order No. 500 dated 07.12.2020, which introduced updated Federal norms and rules for chemically hazardous production facilities.
Q: Is it part of a series?
A: Yes. It is one of a set of Federal norms and rules in the field of industrial safety published by Rostechnadzor addressing different categories of hazardous production facilities; subsequent consolidated rules and related orders (e.g., those addressing chlorine facilities, LPG facilities, explosion/fire safety, etc.) form the broader regulatory framework.
Q: What are the key keywords?
A: Chemically hazardous production facilities (ХОПО), industrial safety (промышленная безопасность), safety rules (правила безопасности), technological regulations, industrial safety expertise (экспертиза промышленной безопасности), emergency protection (ПАЗ), Rostechnadzor.
