Full title and description
ISO 13687-3:2017 — Tourism and related services — Yacht harbours — Part 3: Minimum requirements for high service level harbours. This part of ISO 13687 sets out minimum operational, safety, environmental and customer-service requirements for commercial and non‑commercial harbours that deliver a high level of service to the recreational boating community.
Abstract
ISO 13687-3:2017 establishes minimum requirements for commercial and non‑commercial harbours for leisure craft in order to define the high service level for delivery of services to the boating community across a range of recreational boating activities. It excludes standardization of sports activities and does not cover specific facilities such as boat yards, dry stacks, dry‑docking areas, dry storages, fuel stations or nearby beaches. The standard also excludes risks arising from abnormal weather above Beaufort force 9, extreme sea conditions or rogue waves.

The scope covers facility and operational elements intended to ensure a consistently high customer service standard, safe berthing and access, and appropriate environmental and emergency arrangements. Exclusions: detailed requirements for boat yards, dry stacks, dry‑docking areas, dry storages, fuel stations and adjacent beaches; and conditions arising from abnormal weather above Beaufort force 9, extreme sea states or rogue waves.
Key topics and requirements
- Definition of “high service level” for yacht harbours and the performance expectations associated with that level.
- Operational requirements covering berthing, mooring assistance, visitor reception and information services.
- Facilities and utilities: shore power, potable water, waste reception and disposal arrangements, sanitary facilities and recycling provisions.
- Safety and emergency preparedness: basic on‑site emergency procedures, firefighting equipment, first aid readiness and communication procedures.
- Environmental considerations: measures to minimise pollution, waste handling, and requirements for responsible fuel/oil handling and bilge management.
- Accessibility and signage: clear visitor information, wayfinding and access arrangements for people with reduced mobility where applicable.
- Exclusions and limits: items and risk conditions outside the standard’s remit (see Scope).
Typical use and users
Used by marina and harbour operators, port authorities, designers and planners of leisure-boat facilities, certification and inspection bodies, consultants advising on marina upgrades, tourism and local authorities, and yacht‑club or private harbour managers seeking to establish or demonstrate a high level of services and consistent operational practices.
Related standards
ISO 13687 is published as a three‑part family: ISO 13687-1 (minimum requirements for basic service level harbours) and ISO 13687-2 (minimum requirements for intermediate service level harbours) complement Part 3. ISO 13687:2014 (the original single‑part standard) was superseded by the 2017 three‑part series. Other related work from ISO/TC 228 includes standards and projects addressing luxury harbours and additional tourism/service topics for leisure marine facilities.

FAQ
Q: What is this standard?
A: ISO 13687-3:2017 is the part of the ISO 13687 family that specifies minimum requirements for harbours and marinas delivering a high level of service to recreational boaters.
Q: What does it cover?
A: It covers operational, facility, safety, environmental and customer‑service requirements needed to provide a high level of service in commercial and non‑commercial harbours for leisure craft. It explicitly excludes certain facilities (boat yards, dry stacks, fuel stations, etc.) and extreme weather/sea conditions beyond Beaufort force 9.
Q: Who typically uses it?
A: Marina operators, harbour authorities, designers, consultants, certifiers and tourism/local authorities use it to design, assess or demonstrate high‑level marina services and consistent operational practice.
Q: Is it current or superseded?
A: The 2017 three‑part series replaced ISO 13687:2014. ISO 13687-3:2017 is published and was formally reviewed and confirmed in 2023, so the 2017 edition remains current.
Q: Is it part of a series?
