Full title and description

ISO 16368:2024 — Mobile elevating work platforms — Design, calculations, safety requirements and test methods. This international standard specifies design and safety requirements, structural calculations, stability criteria and test methods for mobile elevating work platforms (MEWPs) used to lift personnel, tools and materials to elevated work locations. It is intended as a design and verification guide for manufacturers and remanufacturers to reduce accidents and ensure consistent testing and performance.

Abstract

This document specifies safety requirements and protective/risk-reduction measures and the means for their verification for all types and sizes of mobile elevating work platforms (MEWPs) intended to move persons together with necessary tools and materials to an elevated working location. It identifies hazards arising from MEWP use and provides methods for their elimination or reduction, describes structural design calculations and stability criteria, and establishes criteria for manufacture, remanufacture, testing and performance. It also lists exclusions (for example, permanently installed lifts, mast-climbing platforms, certain industrial trucks and live electrical work addressed by other standards).

General information

  • Status: Published.
  • Publication date: 16 August 2024 (Edition 3, 2024).
  • Publisher: International Organization for Standardization (ISO).
  • ICS / categories: 53.020.99 (Lifting appliances; MEWPs / related categories).
  • Edition / version: Edition 3 (2024).
  • Number of pages: 106.

Key bibliographic and lifecycle information (status, edition, page count and ICS) are recorded in the ISO catalogue entry for ISO 16368:2024.

Scope

ISO 16368:2024 applies to mobile elevating work platforms (MEWPs) that are designed to move one or more persons with necessary tools and materials to elevated work positions. It covers both self‑propelled and manually propelled MEWPs and MEWPs intended for special-access applications. The standard defines hazards to be addressed, design and manufacturing requirements for MEWPs manufactured or remanufactured on or after the effective date, and verification/test methods. It explicitly excludes permanently installed personnel-lifting appliances, firefighting appliances, mast-climbing work platforms (covered by ISO 16369), certain industrial truck elevating operator positions, fairground equipment, some tail lifts and other specified items; it also does not cover use in potentially explosive atmospheres or live electrical work (the latter is addressed by IEC 61057 and ISO 16653-2).

Key topics and requirements

  • Design and structural calculations for strength and stability (including stability criteria and load cases).
  • Safety requirements for guarding, access, controls, emergency lowering and protective devices.
  • Protective and risk‑reduction measures and verification/testing methods to demonstrate compliance.
  • Requirements for manufacture, remanufacture and testing before first use (inspection and performance tests).
  • Identification and mitigation of operational hazards specific to MEWPs (e.g., overturning, entrapment, instability during travel or elevation).
  • Defined exclusions and references to complementary standards for specialized hazards (e.g., live electrical work, mast‑climbing platforms).

Typical use and users

Primary users are MEWP manufacturers, remanufacturers, design engineers, test laboratories, conformity assessment bodies, rental and fleet operators, procurement specialists, safety managers and regulators. The standard is used when designing and certifying MEWPs, creating test protocols, writing technical specifications for purchase or lease, and for establishing manufacturer quality and safety responsibilities.

Related standards

Standards referenced or closely related include ISO 16369 (mast-climbing work platforms), ISO 16653-2 (requirements for use near live electrical installations), IEC 61057 (live electrical work on aerial devices), ISO 3691-3 (industrial trucks — elevating operator positions), and various EN standards cited in the text (for example EN 1777, EN 1808, EN 1570, EN-1915 series) that address specialized lifting equipment or application-specific requirements. The 2010 edition of ISO 16368 has been withdrawn and replaced by this 2024 edition.

FAQ

Q: What is this standard?

A: ISO 16368:2024 is an international standard that specifies design, calculation, safety and test requirements for mobile elevating work platforms (MEWPs) to ensure safe design, manufacture and verification.

Q: What does it cover?

A: It covers safety requirements, structural design and stability calculations, risk‑reduction measures, test methods and verification for MEWPs intended to lift personnel with tools and materials; it also lists specific exclusions and cross‑references standards for specialized hazards.

Q: Who typically uses it?

A: Manufacturers, remanufacturers, designers, test labs, certification bodies, rental/fleet managers, safety officers, procurers and regulators involved with MEWPs.

Q: Is it current or superseded?

A: Current — this is Edition 3 published in August 2024 and replaces the withdrawn 2010 edition (ISO 16368:2010).

Q: Is it part of a series?

A: It is part of the suite of standards addressing lifting appliances and elevated-work equipment and cross‑references complementary standards (for example ISO 16369 for mast‑climbing platforms and IEC/ISO documents for live electrical work).

Q: What are the key keywords?

A: MEWP, mobile elevating work platform, safety, design calculations, stability, test methods, guardrails, remanufacture, verification.
