Full title and description

Information technology — User interface accessibility — Part 3: Requirements and recommendations on user needs mapping. This international standard provides structured requirements and recommendations to map a set of user accessibility needs to the provisions of a particular standard, technical report or set of guidelines, to improve accessibility design and consideration across ICT user interfaces.

Abstract

This document gives guidance for mapping user accessibility needs against provisions in standards, reports or guidelines. It defines basic (required) guidance that should be applied for all mappings and optional guidance that can be added. User accessibility needs mapping is intended to support improved accessibility for all users (especially groups that are easily overlooked) and is not intended as an evaluation, certification or pass/fail test of a standard or guideline.

General information

  • Status: Published.
  • Publication date: May 2022.
  • Publisher: Joint ISO/IEC publication (International Organization for Standardization and International Electrotechnical Commission), developed under ISO/IEC JTC 1/SC 35.
  • ICS / categories: 11.180.99, 35.240.80.
  • Edition / version: Edition 1 (2022).
  • Number of pages: 23 pages.

Scope

The standard specifies requirements and recommendations for conducting a user accessibility needs mapping activity: identifying a target set of user accessibility needs, mapping those needs to provisions in a given standard or guideline, documenting the mapping results and noting gaps or optional enhancements. It is intended to be used by standards developers, accessibility experts and others responsible for ensuring that standards or guidance adequately address diverse user needs; it is not a certification or conformity assessment procedure.

Key topics and requirements

  • Definitions and structured approach for identifying and recording user accessibility needs and context of use.
  • Basic guidance (required) for performing mappings so outputs are consistent and usable across standards projects.
  • Optional guidance and enhancements that can be applied to extend mappings for particular domains or user groups.
  • Documentation format and reporting advice to record mapping rationale, decisions and identified gaps.
  • Emphasis that mapping is a voluntary, improvement-focused activity and not a means of certifying a standard or guideline.

Typical use and users

Typical users include standards developers, technical editors, accessibility specialists, UX and user-interface designers, procurement officers, policy-makers and disability advocacy organizations. They use this standard to ensure that standards, specifications and guidelines explicitly consider and map to documented user accessibility needs during development or revision cycles.

Related standards

This part 3 belongs to the ISO/IEC 29138 series. Relevant related documents include ISO/IEC 29138-1:2018 (User accessibility needs) and ISO/IEC TR 29138-2:2009 (Standards inventory). The 2022 edition of part 3 replaces the earlier TR 29138-3:2009 (withdrawn and superseded by ISO/IEC 29138-3:2022). These parts together support identification of user needs, inventorying relevant accessibility guidance and mapping needs to provisions.
