Full title and description
ISO/IEC/IEEE 90003:2018 — Software engineering — Guidelines for the application of ISO 9001:2015 to computer software. This standard gives guidance to organizations on applying the requirements of ISO 9001:2015 to the acquisition, supply, development, operation and maintenance of computer software and related support services; it does not add to or change the requirements of ISO 9001:2015.
Abstract
Provides practical guidance for implementing ISO 9001:2015 in the software domain (covering lifecycle activities such as acquisition, development, operation, maintenance and support). Annex A cross-references additional guidance from ISO/IEC JTC 1/SC 7, ISO/IEC JTC 1/SC 27 and ISO/TC 176. The guidance is not intended as certification assessment criteria, although organizations may use it alongside ISO 9001 for internal assessment.
General information
- Status: Published (International Standard; action confirmed at latest review).
- Publication date: 2018-11-29.
- Publisher: Published as an international standard under ISO in cooperation with IEC and IEEE (presented as ISO/IEC/IEEE 90003).
- ICS / categories: 35.080 (Software) — 03.100.70 (Management systems).
- Edition / version: Edition 1 (2018).
- Number of pages: 69 pages.
Scope
Guidance for organizations applying ISO 9001:2015 to software-related activities (acquisition, supply, development, operation, maintenance and related services). The document interprets ISO 9001 requirements in a software context and points to further standards and technical reports for elaboration; it does not change ISO 9001 requirements nor is it itself a normative addendum.
Key topics and requirements
- Interpretation of ISO 9001:2015 clauses for software activities (planning, requirements, design/development, configuration, verification, validation, release, maintenance and support).
- Application across the software lifecycle: acquisition, supply, product development, embedded software, and service-oriented software activities.
- Guidance on documentation, competence, change/configuration management, verification and validation in a QMS context.
- Annex A: table of pointers to additional implementation guidance from JTC 1/SC 7, SC 27 and ISO/TC 176 (cross-references to other relevant standards and technical reports).
- Clarification that the guidelines are not intended as mandatory certification criteria but can be used by organizations for internal assessment and improvement.
Typical use and users
Used by software development organizations, suppliers, system integrators, IT service providers, and organizations embedding software in products. Primary users include quality managers, process owners, configuration managers, software project managers, compliance officers and consultants who need to align software activities with ISO 9001:2015. The guidance is applicable whether software is developed under contract, as a market product, embedded in hardware, or provided as a service.
Related standards
Commonly used alongside ISO 9001:2015 and other systems/software standards such as ISO/IEC 12207 (software life-cycle processes), ISO/IEC 15288 (system life-cycle processes), ISO/IEC 25010 (system and software quality models) and lifecycle/process guidance like ISO/IEC 29148 (requirements engineering). ISO/IEC/IEEE 90003:2018 replaces earlier ISO/IEC 90003 editions (previously issued in 2014 for the earlier ISO 9001 version). Annex A of 90003 lists committee-level pointers to further guidance from JTC 1/SC 7 and related committees.

FAQ
Q: What is this standard?
A: ISO/IEC/IEEE 90003:2018 is an international guidance standard that explains how to apply the requirements of ISO 9001:2015 to computer software and related services. It provides interpretative guidance rather than new or additional requirements.
Q: What does it cover?
A: It covers the application of ISO 9001:2015 across software-related activities — acquisition, supply, development, operation, maintenance and support services — and provides pointers to other standards for detailed technical guidance.
Q: Who typically uses it?
A: Organizations and professionals responsible for software quality and process alignment with ISO 9001:2015 — including software vendors, integrators, IT service providers, quality managers, project managers, and consultants.
Q: Is it current or superseded?
A: The 2018 edition is the current edition published in November 2018 and was confirmed at its periodic review (the ISO record shows the edition was reviewed and confirmed in 2025). It replaced the previous 2014 edition.
Q: Is it part of a series?
A: It is a domain-specific guidance document aligned to the ISO 9001 family (quality management) and to ISO/IEC JTC 1/SC 7 software-and-systems engineering work. It is commonly used alongside life-cycle and software-quality standards produced by the same committees.
Q: What are the key keywords?
A: Quality management system, software quality, ISO 9001:2015 application, software lifecycle, acquisition, development, maintenance, Annex A cross-references.
