Full title and description
Intelligent transport systems — Cooperative ITS — Dictionary of in-vehicle information (IVI) data structures. This technical specification defines a general, extensible set of in-vehicle information (IVI) data structures organized into containers, data frames and data elements to support exchange of contextual and road-related information between ITS stations (ITS‑S) for cooperative intelligent transport services.
Abstract
This Technical Specification specifies the IVI data structures required by a range of ITS services for exchanging information between ITS stations. It defines a communications‑agnostic structural model split into containers to represent IVI such as contextual speed, road‑works warnings, vehicle and lane restrictions, road hazard warnings, location‑based services and re‑routing. Data containers are further organised into data frames and data elements whose content and syntax are described; a syntax definition is provided (see annex). The document is intended to enable interoperable IVI exchange and gives example usage scenarios (including real‑time, short‑range communications).

Scope
Specifies the structure, content and syntax of in‑vehicle information (IVI) data used by cooperative ITS services for information exchange among ITS stations. The document defines a general, extensible IVI data model split into containers (e.g., geographic, map, road configuration, road surface, layout, text and general IVI containers), and describes location referencing, conceptual zones, data frames and data elements. It is communications‑agnostic (no transmission protocol is prescribed) and includes example usage scenarios to support implementation in real‑time and short‑range communication environments.
Key topics and requirements
- General extensible IVI structural model: containers, data frames and data elements.
- Definition of common IVI container types (geographic, map, layout, road configuration, road surface, text, general IVI container, etc.).
- Location referencing and conceptual zone definitions for IVI content.
- Content and syntax specification for data elements (syntax provided in annexes; communications‑agnostic representation).
- Interoperability requirements to support exchange between ITS stations (ITS‑S) across implementations.
- Usage scenarios and examples for real‑time, short‑range and other cooperative ITS deployments.
- Backward compatibility / replacement: this edition supersedes the 2020 edition and updates containers and elements to current ITS needs.
Typical use and users
Used by vehicle manufacturers, telematics and IVI system integrators, ITS application developers, roadside infrastructure suppliers, traffic management centres, standards engineers and research groups. Typical uses include designing and implementing IVI message content for cooperative ITS services, ensuring data content interoperability, specifying data payloads for roadside units (RSUs) and in‑vehicle ITS stations, and mapping IVI structures to transport protocols or regional message sets.
Related standards
Part of the cooperative ITS family of standards maintained by ISO/TC 204 and harmonised with relevant regional ITS specifications. It replaces ISO/TS 19321:2020 and is typically used together with other ITS message and location‑referencing standards and regional message sets (for example, other ISO ITS standards and regional cooperative ITS message specifications) to implement end‑to‑end cooperative ITS solutions.

FAQ
Q: What is this standard?
A: ISO/TS 19321:2024 is a Technical Specification that defines a dictionary and structural model for in‑vehicle information (IVI) data used in cooperative intelligent transport systems (ITS).
Q: What does it cover?
A: It covers the organization, content and syntax of IVI data structures (containers, data frames and data elements) required for exchanging vehicle and road context information between ITS stations. It is communications‑agnostic and provides usage scenarios.
Q: Who typically uses it?
A: Vehicle OEMs, telematics vendors, ITS application developers, infrastructure providers, traffic management authorities, implementers of cooperative ITS and standards developers use it to ensure consistent IVI content and interoperability.
Q: Is it current or superseded?
A: It is current: ISO/TS 19321:2024 (published July 2024) is the third edition and supersedes ISO/TS 19321:2020.
Q: Is it part of a series?
A: Yes. It belongs to the set of cooperative ITS standards developed under ISO/TC 204 and is intended to be used alongside other ITS message, location referencing and service specifications to build interoperable cooperative ITS solutions.
Q: What are the key keywords?
A: IVI, in‑vehicle information, cooperative ITS, data structures, containers, data frames, data elements, location referencing, interoperability.
