Full title and description

Order of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) No. 533 dated 15 December 2020 "On approval of the Federal norms and rules in the field of industrial safety: General rules on explosion safety for explosive- and fire-hazardous chemical, petrochemical and oil-refining productions". This Order approves comprehensive federal rules that establish technical and organizational requirements for ensuring explosion safety at chemical, petrochemical and oil‑refining installations and associated technological blocks.

Abstract

The Order (FNiP No. 533) sets out general principles, classification criteria for explosion‑hazardous technological blocks, calculation methods for explosion consequences, requirements for control and safety systems (including requirements affecting safety-instrumented systems), and organizational measures for prevention and mitigation of explosion‑related accidents at hazardous production facilities in the chemical, petrochemical and oil‑refining sectors. The text replaces and updates prior rules and introduces requirements such as lifecycle hazard and operability analysis (HAZOP/AoR) and determination of required safety integrity levels (UPB/SIL) for protection functions.

General information

  • Status: In force / Active.
  • Publication date: 15 December 2020 (registered with the Ministry of Justice on 25 December 2020, registration No. 61808).
  • Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
  • ICS / categories: Industrial safety; Explosion protection; Process safety management; Chemical and petrochemical industries.
  • Edition / version: Original Order No. 533 (first issue, 15.12.2020).
  • Number of pages: 128 (full approved text and appendices).

Scope

The Federal norms and rules approved by Order No. 533 apply to explosive‑ and fire‑hazardous chemical, petrochemical and oil‑refining productions, and to operations, buildings, structures and technical devices used or located at hazardous production facilities (OPO) of the relevant sectors. The Rules provide requirements for design, construction, operation, reconstruction, technical re‑equipment, maintenance, decommissioning and industrial safety declarations for such facilities. Specific exclusions are stated in the text (for example, the Rules do not apply to mining/ metallurgical OPOs and certain offshore elements of the marine oil‑and‑gas complex where other regulations govern).

Key topics and requirements

  • Classification of technological blocks by explosion‑hazard categories and quantitative tables/criteria for category assignment.
  • Requirements for analysis of hazards and operability (AOR / HAZOP) across life‑cycle stages and for justification of safety measures.
  • Determination and justification of required levels of safety completeness (UPB / SIL) for instrumented protection functions, with references to IEC/GOST methodologies.
  • Technical requirements for control, monitoring, automation and safety systems (including PАЗ / safety instrumented systems), measuring instruments and their metrological confirmation.
  • Rules for spatial planning, explosion‑resistant design criteria, and calculation methods for explosion consequences and blast loading on buildings and structures.
  • Operational requirements for pumps, storage tanks, pipelines, and engineering measures to reduce emissions and prevent accidental releases.
  • Transitional provisions for facilities commissioned before the Rules’ entry into force and requirements for phased compliance tied to reconstruction or technical re‑equipment.

Typical use and users

Primary users include regulatory compliance teams, process safety engineers, design institutes, project engineers, safety assessors and organizations performing industrial safety expertise; operators of chemical, petrochemical and oil‑refining plants; certification and inspection bodies; and training providers who develop operator and emergency response training aligned with the Rules. Inspectors and auditors from Rostechnadzor and legal advisors also use the document to evaluate compliance.

Related standards

Relevant and often cross‑referenced standards include national implementations of IEC 61508 and IEC 61511 (GOST equivalents) on functional safety of safety‑related systems, plus earlier Rostechnadzor regulations (notably Order No. 96 of 11.03.2013) and other sectoral technical regulations. The Order itself references applicable laws, technical regulations of the Eurasian Economic Union and other federal rules in the field of industrial safety.

FAQ

Q: What is this standard?

A: It is a Federal norms and rules document approved by Rostechnadzor by Order No. 533 dated 15 December 2020 that establishes general rules for explosion safety at explosive‑ and fire‑hazardous chemical, petrochemical and oil‑refining productions.

Q: What does it cover?

A: It covers classification of explosion‑hazardous blocks, calculation methods for explosion consequences, technical requirements for control and safety systems, requirements for equipment and buildings, lifecycle hazard analysis (HAZOP/AOR), determination of required UPB/SIL for protection functions, and organizational and operational measures to prevent and mitigate accidents.

Q: Who typically uses it?

A: Process safety engineers, plant operators, designers and contractors for chemical, petrochemical and oil‑refining facilities, industrial safety experts, accreditation and inspection bodies, regulators and training providers.

Q: Is it current or superseded?

A: As published, Order No. 533 is the current federal ruleset approved on 15 December 2020 and registered with the Ministry of Justice on 25 December 2020 (Reg. No. 61808). Users should check for subsequent amendments, clarifications or official interpretive letters from Rostechnadzor when preparing compliance programs.

Q: Is it part of a series?

A: The Rules are part of the body of federal norms and rules in the field of industrial safety administered by Rostechnadzor; they replace/augment earlier explosion‑safety rules (for example, the 2013 rules under Order No. 96) and are cross‑referenced with national standards implementing IEC functional safety guidance.

Q: What are the key keywords?

A: Explosion safety, hazardous production facility (OPO), categories of explosion hazard, HAZOP / AOR, UPB / SIL, safety‑instrumented systems, explosion consequence calculation, control and monitoring systems, Rostechnadzor Order No. 533.
