Full title and description
Intelligent transport systems — Framework for cooperative telematics applications for regulated commercial freight vehicles (TARV) — Part 9: Remote digital tachograph monitoring. This International Standard specifies the form, content and communications profiles for providing Remote Digital Tachograph Monitoring services between regulated vehicles, roadside/ITS infrastructure, application service providers and regulators.
Abstract
This document defines a service framework and data exchange specifications to support remote monitoring of digital tachographs. It describes the high‑level service definition, means to realise the service, application data naming, data content and quality profiles, and a set of communication profiles (C1, C2, C3 with subprofiles) for roadside and remote inspection scenarios. The standard is not applicable to analogue tachograph equipment.

Scope
Specifies communication and data exchange aspects required to support Remote Digital Tachograph Monitoring (RTM) for regulated commercial freight vehicles. The standard provides: a high‑level service definition that regulators may require or support; data naming, content and quality profiles for tachograph data transmitted over the air; and defined communication profiles to enable roadside inspection and remote inspection scenarios. It excludes analogue tachograph systems.
Key topics and requirements
- High‑level definition of the Remote Digital Tachograph Monitoring service and common service elements.
- Specification of application data naming, content and quality profiles for tachograph data (with multiple data profiles to reflect jurisdictional constraints).
- Support for several communication profiles for inspection scenarios: C1 (short‑range roadside interrogation), C2 (short‑range roadside with download to an application service provider via ITS station), and C3 (remote inspection via ITS station interfaces), including subprofiles C1a/C1b/C1c and C2a/C2b/C2c.
- Methods and means to realise the service between vehicles, roadside interrogators, ITS‑stations and application service providers.
- Requirements to ensure data quality and limits on what can be transmitted over the air (jurisdictional variability noted).
- Clarification that analogue tachographs are out of scope; focus is on digital tachograph monitoring.
Typical use and users
Primary users are road transport regulators and enforcement agencies, telematics service providers, vehicle and tachograph manufacturers, ITS infrastructure designers and integrators, and system implementers responsible for fleet compliance monitoring and roadside inspection. The standard is used to define interoperable data exchanges and communication behaviours between vehicles, roadside inspection equipment and central application service providers.
Related standards
Part of the ISO 15638 series (Framework for cooperative telematics applications for regulated commercial freight vehicles). This part references and is intended to work with other parts of ISO 15638 (for example ISO 15638‑2 for ITS‑station communications) and replaces the earlier technical specification PD ISO/TS 15638‑9:2013. Implementers will often use this together with regional tachograph regulations and relevant ITS communications standards.

FAQ
Q: What is this standard?
A: ISO 15638‑9:2020 defines a framework and the data/communication specifications for Remote Digital Tachograph Monitoring as part of the TARV (regulated commercial freight vehicle telematics) family of standards.
Q: What does it cover?
A: It covers the service definition, data naming and content profiles, data quality expectations, and several communication profiles (C1, C2, C3 with subprofiles) for performing roadside and remote inspections of digital tachograph data. It does not apply to analogue tachographs.
Q: Who typically uses it?
A: Regulators and enforcement bodies, telematics and ITS solution providers, vehicle and tachograph manufacturers, and integrators who need interoperable specifications for remote inspection and compliance monitoring.
Q: Is it current or superseded?
A: It is the current published International Standard (Edition 1, published August 2020). It replaces PD ISO/TS 15638‑9:2013; like all ISO standards it is subject to periodic review (typically every five years).
Q: Is it part of a series?
A: Yes — it is Part 9 of the ISO 15638 series (TARV). Other parts of ISO 15638 address different cooperative telematics applications and supporting components (for example communications for ITS‑stations in ISO 15638‑2).
Q: What are the key keywords?
A: Remote digital tachograph monitoring, digital tachograph, TARV, telematics, ITS, roadside inspection, communication profiles, data profiles, application service provider.
