Full title and description

ISO/IEC 18181-3:2025 — Information technology — JPEG XL image coding system — Part 3: Conformance testing. This part of the ISO/IEC 18181 series defines the conformance test methods and requirements used to verify that implementations of the JPEG XL image coding system correctly implement the normative features of the standard.

Abstract

This document specifies conformance testing for the ISO/IEC 18181 (JPEG XL) series. It defines test suites, reference bitstreams and verdicts, conformance reporting and related requirements used to determine whether an implementation complies with the normative provisions of the series. Other implementation aspects such as robustness and performance are explicitly outside the scope.

General information

  • Status: Published
  • Publication date: January 2025
  • Publisher: ISO/IEC (International Organization for Standardization / International Electrotechnical Commission)

  • Edition / version: Edition 2 (2025)
  • Number of pages: 9

Key bibliographic/status data as published by the ISO catalogue.

Scope

Defines conformance testing procedures for JPEG XL implementations: the construction and use of test suites, definition of reference bitstreams and expected decoded outputs, pass/fail criteria, and the required format and content of conformance reports. The scope excludes performance, robustness, and implementation guidance not directly related to conformance testing.

Key topics and requirements

  • Definitions of conformance test objectives and principles for JPEG XL implementations.
  • Specification of test-suite structure and required test vectors / reference bitstreams.
  • Pass / fail criteria and verdict semantics for decoder/encoder behavior.
  • Requirements for conformance reporting, labelling and claims of compliance.
  • Procedures for extension handling and normative references to Parts 1 and 2 of ISO/IEC 18181.
  • Limitations — excludes performance, robustness and other non-conformance evaluation topics.

Typical use and users

Used by codec implementers (decoder and encoder developers), independent test laboratories, certification bodies, QA teams at software and hardware vendors, integrators requiring interoperability assurance, and archivists or service providers that must validate JPEG XL conformity for imaging workflows and preservation. Test-suite authors and interoperability test organizers also rely on this part.

Related standards

Part of the ISO/IEC 18181 series (JPEG XL). Closely related parts include ISO/IEC 18181-1 (Core coding system) and ISO/IEC 18181-2 (File format); those parts define the codestream syntax, coding tools and container/metadata formats that conformance testing in Part 3 is designed to verify.

Keywords

JPEG XL, ISO/IEC 18181, conformance testing, image coding, codec interoperability, test suites, reference bitstreams, conformance report.

FAQ

Q: What is this standard?

A: ISO/IEC 18181-3:2025 is the conformance-testing part of the JPEG XL (ISO/IEC 18181) image coding system; it specifies how to test and prove that an implementation conforms to the normative features of the JPEG XL series.

Q: What does it cover?

A: It covers test-suite structure, reference bitstreams and expected outputs, pass/fail criteria, and reporting requirements for conformance claims. It does not cover performance, robustness or general implementation guidance.

Q: Who typically uses it?

A: Codec developers (encoders/decoders), test laboratories, certification bodies, product QA teams, integrators, and archivists or service providers needing verified interoperability. Test-suite authors and standards implementers also use it to create and run conformance tests.

Q: Is it current or superseded?

A: Current — published in January 2025 as Edition 2. It supersedes and replaces the earlier ISO/IEC 18181-3:2022 edition, which was withdrawn when the 2025 edition was published.

Q: Is it part of a series?

A: Yes. It is Part 3 of the ISO/IEC 18181 series (JPEG XL). Other parts in the series include Part 1 (Core coding system) and Part 2 (File format); Part 3 provides the conformance framework used to validate implementations of those parts.

Q: What are the key keywords?

A: JPEG XL, conformance testing, conformance suite, reference bitstreams, codec interoperability, ISO/IEC 18181.
