Full title and description
UAS traffic management (UTM) — Part 1: Survey results on UTM. This Technical Report publishes aggregated results from an industry survey conducted to gather global information about UAS Traffic Management (UTM) applications, stakeholder roles, expectations for standardization, regulatory status and perceived gaps. The results are intended to inform future ISO standardization work and consultation with authorities such as ICAO.
Abstract
This document provides results of a survey on UTM which indicates aggregated data from survey respondents. It does not cover detailed analysis of regions and organizations. UTM is expected to reveal hundreds of commercial applications already in place, as well as social systems as their background conditions. The results can be used to analyze benefits and gaps for possible future standardization topics in consultation with authorities such as ICAO.

Scope
ISO/TR 23629-1:2020 reports aggregated responses from an industry survey on UAS Traffic Management (UTM). It summarizes respondent roles, key applications, expectations for standardization, regulatory status and perceived gaps. The Technical Report is informational (non‑normative) and does not provide detailed regional or organizational analysis; rather it provides empirical input to help prioritize future UTM standardization work in consultation with authorities such as ICAO.
Key topics and requirements
- Survey methodology and aggregated respondent demographics and roles.
- Identified priority needs for UTM standardization (safety and quality requirements).
- Interface and coordination issues between conventional Air Traffic Management (ATM) and UTM.
- High‑level functional requirements and suggested UTM architecture elements.
- Data structures, identification and interoperability needs for information exchange.
- Detect‑and‑avoid (DAA) capability and other safety‑related functionality considerations.
- Regulatory status, perceived implementation gaps, and expectations for conformity/oversight.
- Common and emerging applications (e.g., urban air mobility, infrastructure inspection, delivery/logistics, surveying, agriculture).
Typical use and users
ISO/TR 23629-1:2020 is intended for standards developers, ISO technical committees and working groups, civil aviation authorities and regulators, UTM system designers and service providers, UAS manufacturers, air navigation service providers, researchers and policy analysts. It is used as background information to identify standardization priorities, to inform regulatory discussion, and to guide early UTM system design decisions.
Related standards
This Technical Report is Part 1 of the ISO 23629 series on UAS traffic management (UTM). Subsequent parts in the ISO 23629 family address functional structure, data models, remote identification, provider requirements and other normative topics (for example, later parts of the series include published parts on functional structure, spatial data models and remote identification). Related ISO work includes UAS vocabulary and system terminology standards (for example the ISO 21384 series) and other ICAO/industry guidance documents referenced for regulatory alignment.

FAQ
Q: What is this standard?
A: ISO/TR 23629-1:2020 is an informational Technical Report (Part 1 of the ISO 23629 UTM series) that publishes aggregated results from a March 2019 industry survey about UAS Traffic Management (UTM). It synthesizes stakeholder input to inform future standards work.
Q: What does it cover?
A: It covers survey findings: respondent profiles, priority applications, expectations for standardization, regulatory status, perceived technical and non‑technical gaps, and high‑level topics considered important for UTM standardization. It does not contain normative requirements or detailed regional analyses.
Q: Who typically uses it?
A: Standards developers and ISO working groups, aviation regulators and policymakers, UTM system architects and service providers, UAS manufacturers, air navigation service providers (ANSPs), and researchers or industry analysts monitoring UTM ecosystem needs.
Q: Is it current or superseded?
A: ISO/TR 23629-1:2020 was published on 20 April 2020 as an informational Technical Report. It remains a published reference document used to inform standardization; subsequent normative parts of the ISO 23629 series have been published since 2020 to address specific UTM requirements. Users should check the ISO catalogue or their national standards body for any newer revisions or related parts in the ISO 23629 series.
Q: Is it part of a series?
A: Yes — it is Part 1 of the ISO 23629 series (UAS traffic management). The series contains additional parts that develop functional, data and provider requirements and other normative content for UTM.
Q: What are the key keywords?
A: UAS, UTM, unmanned aircraft system, traffic management, survey results, detect‑and‑avoid, ATM‑UTM interface, interoperability, data model, remote identification, safety, regulation.
