Full title and description
IEC 61850-10:2012/AMD1:2025 — Communication networks and systems for power utility automation — Part 10: Conformance testing. This publication is Amendment 1 to Part 10 and provides updated and consolidated conformance testing procedures and measurement techniques for IEC 61850 devices, clients/servers, sampled value devices and engineering tools; the consolidated version shows where the 2012 edition has been modified by the 2025 amendment.
Abstract
This amendment updates Part 10 of IEC 61850 to reflect developments in conformance testing practice, clarifies test sequences and measurement methods, and incorporates changes needed to test newer functional objects and communications behaviors defined in the IEC 61850 series. It consolidates the 2012 edition with Amendment 1 (2025) so users can apply the revised conformance test procedures for device certification and factory/field acceptance.
General information
- Status: Published / Current.
- Publication date: 30 July 2025.
- Publisher: International Electrotechnical Commission (IEC); consolidated publication available through IEC webstore and national bodies.
- ICS / categories: 33.200 — Telecontrol. Telemetering / Power utility automation.
- Edition / version: Edition 2.0 (IEC 61850-10:2012 with Amendment 1 — 2025).

Scope
Specifies conformance testing methods and specific measurement techniques for devices and tools that implement IEC 61850 communications and data models. The scope covers test objectives, test procedures, required test equipment and reporting for client/server functions, sampled values, and associated engineering tools; it is intended to support consistent certification and interoperability testing of IEC 61850-compliant products. The amendment clarifies and extends existing test cases where necessary to reflect evolved implementations and related security testing considerations.
Key topics and requirements
- Defined conformance test cases for IEC 61850 client and server roles (including service and data model conformity).
- Procedures and measurement techniques for sampled values (SV) and time-critical messaging.
- Test sequences, pass/fail criteria and required test equipment for laboratory and factory testing.
- Reporting templates and guidance for documenting conformance test results.
- Updates to address new or clarified behaviors introduced since the 2012 edition and guidance for conformance testing of cybersecurity-related extensions where applicable.
Typical use and users
Used by test laboratories, certification bodies, utilities, protection & control equipment manufacturers, system integrators and vendors of engineering tools to validate interoperability and compliance with IEC 61850. Typical activities include pre‑deployment conformance testing, product certification, factory acceptance testing and troubleshooting of communication behavior in substations and distributed energy resources.
Related standards
Closely related to other parts of the IEC 61850 series (for example Part 1, Part 6, Part 7 and Part 9-2) and to cybersecurity standards such as IEC 62351 where security extensions are in scope for conformance verification. National and regional adoptions (EN/UNE variants) may carry the amendment as EN 61850-10:2013/A1:2025 or identical national publications. This amendment is intended to be used together with the base IEC 61850 parts when preparing and executing conformance tests.

FAQ
Q: What is this standard?
A: It is Amendment 1 (2025) to IEC 61850-10:2012 — Part 10 of the IEC 61850 series, which defines conformance testing methods for devices and tools implementing IEC 61850.
Q: What does it cover?
A: It covers test objectives, detailed test procedures, measurement techniques, test equipment requirements and reporting for conformance testing of IEC 61850 clients, servers, sampled value devices and engineering tools, including updates and clarifications introduced by the 2025 amendment.
Q: Who typically uses it?
A: Test labs and certification bodies, utilities, protection and control equipment manufacturers, integrators and vendors of engineering tools use it to perform and verify conformance testing and interoperability assessments.
Q: Is it current or superseded?
A: The document is a 2025 amendment to the 2012 edition (consolidated into IEC 61850-10:2012+AMD1:2025) and is published/active as of 30 July 2025; it updates the 2012 edition rather than fully superseding the IEC 61850 series, and it remains the current amendment until further revision.
Q: Is it part of a series?
A: Yes — it is Part 10 of the IEC 61850 series (Communication networks and systems for power utility automation) and is intended to be used alongside other IEC 61850 parts that define models, services and mappings.
Q: What are the key keywords?
A: IEC 61850, conformance testing, interoperability, sampled values, client/server, power utility automation, amendment 2025, IEC 62351.
