Full title and description

ISO 22002-4:2025 — Prerequisite programmes on food safety — Part 4: Food packaging manufacturing. This International Standard specifies prerequisite programmes (PRPs) to establish, implement and maintain controls for food safety hazards specifically in the manufacture of food and feed packaging.

Abstract

This document, used in conjunction with ISO 22002-100, sets out requirements for prerequisite programmes (PRPs) to control food safety hazards in the manufacture of packaging intended for food and feed. It is applicable to organisations of all sizes and complexity that manufacture packaging but does not extend to other parts of the food supply chain; any exclusions must be justified so they do not adversely impact food safety.

General information

  • Status: Published (International Standard).
  • Publication date: July 2025 (Edition 1, 2025-07).
  • Publisher: International Organization for Standardization (ISO).
  • ICS / categories: 67.020 (Food products in general / food packaging manufacturing).
  • Edition / version: Edition 1 (ISO 22002-4:2025).
  • Number of pages: 7.

Scope

ISO 22002-4:2025 specifies PRP requirements tailored to the manufacture of food and feed packaging and intermediate packaging products. It covers design and maintenance of premises and equipment, hygiene and personnel practices, control of contamination and migration risks, material and supplier controls, cleaning and pest control, storage and transport within the packaging manufacturing context. The standard is intended to be used alongside ISO 22002-100 and ISO 22000-based food safety management systems.

Key topics and requirements

  • Establishment and maintenance of prerequisite programmes (PRPs) specific to packaging manufacture (layout, workflow, zoning).
  • Controls to prevent contamination and migration of packaging materials into food (materials selection, processing controls, separation of activities).
  • Supplier and incoming material controls for packaging substrates, inks, adhesives, coatings and additives.
  • Hygiene practices, personnel training and protective measures for staff working in packaging production.
  • Equipment design, maintenance and cleaning programmes to avoid cross-contamination.
  • Pest control, waste management and environmental controls appropriate to packaging facilities.
  • Traceability, storage, handling and transport controls for finished packaging products.
  • Documented justification for any excluded PRP requirements where exclusion does not impact food safety.

Typical use and users

Primary users are manufacturers of food and feed packaging (rigid, flexible, paperboard, glass, metal, coatings and related intermediate products). Other users include suppliers of inks, adhesives and coatings, auditors, certification bodies, regulatory authorities, quality and food-safety managers, and organisations aligning packaging operations with ISO 22000-based food safety management systems.

Related standards

Key related documents include ISO 22002-100:2025 (general PRP requirements for food, feed and packaging supply chain) and ISO 22000 (food safety management systems). ISO 22002-4:2025 replaces and updates the earlier technical specification ISO/TS 22002-4:2013; its development built on seed documents such as PAS 223.

FAQ

Q: What is this standard?

A: ISO 22002-4:2025 is an ISO International Standard providing prerequisite programme requirements for food and feed packaging manufacturing to control food safety hazards in packaging.

Q: What does it cover?

A: It covers PRPs specific to packaging manufacture — premises and layout, equipment, material controls (inks, adhesives, coatings), contamination and migration prevention, hygiene, cleaning, pest control, storage, transport and documentation, used alongside ISO 22002-100 and ISO 22000.

Q: Who typically uses it?

A: Packaging manufacturers (all sizes), suppliers of packaging materials and consumables, food safety and quality managers, auditors, certification bodies and regulators involved with packaging that comes into contact with food and feed.

Q: Is it current or superseded?

A: Current — ISO 22002-4:2025 was published in July 2025 and supersedes the withdrawn ISO/TS 22002-4:2013.

Q: Is it part of a series?

A: Yes — it is Part 4 of the ISO 22002 family of prerequisite programme standards for food safety and is intended to be used together with ISO 22002-100 and ISO 22000.

Q: What are the key keywords?

A: PRPs, food packaging manufacturing, contamination, migration, hygiene, supplier control, ISO 22000, packaging materials, traceability.
