Federal norms and regulations in the field of industrial safety 'Rules of industrial safety of the hazardous industrial facilities, where equipment operating under gauge pressure is used' Rostechnadzor Order No. 116 dated 25.03.2014
Full title and description
FNiP No. 116 dated 25.03.2014 — Federal norms and rules in the field of industrial safety: "Rules of industrial safety for hazardous production facilities at which equipment operating under excess (gauge) pressure is used" (approved by Order No. 116 of the Federal Service for Environmental, Technological and Nuclear Supervision — Rostekhnadzor).
Abstract
This document sets mandatory safety requirements and procedural rules for design, manufacture, installation, commissioning, operation, maintenance, technical inspection (including non‑destructive testing), hydraulic (pneumatic) testing, repair and decommissioning of pressure equipment and associated systems used at hazardous production facilities (boilers, pressure vessels, heat exchangers, pipelines, tanks, cylinders and other equipment operating under excess pressure). It establishes obligations for documentation, inspection periodicity, qualification of personnel and record keeping.
General information
- Status: Approved by Rostekhnadzor Order No. 116 (25 March 2014); subsequently superseded/replaced by later rules (see FAQ).
- Publication date: 25 March 2014 (registered in the Russian Ministry of Justice 19 May 2014, registration No. 32326).
- Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor).
- ICS / categories: Relevant to fluid storage and pressure equipment (ICS 23.020 series) and boilers/heat‑exchanging equipment (ICS 27.060 series).
- Edition / version: Order No. 116 dated 25.03.2014 (with amendments documented in later redactions; an editorial redaction dated 12.12.2017 is commonly referenced in practice).
- Number of pages: Typical published PDF length cited in commercial and standards libraries: approximately 225 pages (electronic versions vary by vendor).
Scope
The rules apply to hazardous production facilities where equipment operating under excess pressure is used — including steam and hot‑water boilers, unfired pressure vessels and receivers, pipelines transporting steam, hot water and compressed gases, gas and liquid cylinders, cryogenic vessels and related fittings, safety devices and instrumentation. The scope covers lifecycle stages from design and manufacture through installation, operation, technical inspection/diagnostic work, repair, modification and decommissioning, plus requirements for recordkeeping, documentation and personnel qualifications.
Key topics and requirements
- Definitions and classification of pressure equipment and hazardous production objects (OPO).
- Design, fabrication and installation requirements and marking/traceability of pressure equipment.
- Rules for commissioning, technical acceptance and initial testing (including hydraulic and pneumatic tests).
- Periodic technical inspection, nondestructive testing (NDT) and diagnostic procedures; required records of inspections and defects.
- Requirements for repairs, maintenance, overhaul and conditions for temporary operation with identified defects (with mandatory documentation of limits and remediation actions).
- Safety devices, overpressure protection (safety valves, rupture discs), instrumentation calibration and verification schedules.
- Personnel qualifications, training and knowledge‑check procedures for operating and maintenance staff.
- Documentation, operational journals, reporting, and procedure for expert review/industrial safety expertise.
Typical use and users
Used by plant safety engineers, boiler and pressure‑equipment manufacturers, commissioning teams, third‑party inspection and certification bodies, technical diagnosticians, maintenance departments, regulatory compliance officers and consultants working at chemical, petrochemical, power, metallurgical, food processing, utilities and other industries that operate pressurized equipment. The rules are a primary reference when preparing documentation for industrial‑safety expertise and for regulatory inspections.
Related standards
National and industry standards and regulations referenced alongside these rules typically include: relevant GOST (Russian national) standards for pressure vessels and piping, technical regulations and construction/design norms, ASME/EN/API equivalents where applicable for design and testing practice, and later Rostekhnadzor FNiP documents that update or replace particular sections. The 2020 Rostekhnadzor FNiP for pressure equipment is the principal later consolidation referenced in practice.

FAQ
Q: What is this standard?
A: FNiP No. 116 (25.03.2014) is a set of federal norms and rules approved by Rostekhnadzor that prescribe industrial‑safety requirements for hazardous production facilities using equipment operating under excess (gauge) pressure. It provides mandatory procedures and technical requirements for safe lifecycle management of such equipment.
Q: What does it cover?
A: It covers classification of equipment and OPOs, design/installation requirements, commissioning tests (including hydraulic/pneumatic), periodic technical inspections and NDT, maintenance and repair procedures, overpressure protection and instrumentation, personnel qualification and documentation/reporting obligations.
Q: Who typically uses it?
A: Plant safety and mechanical engineers, operators and servicing personnel of boilers and pressure systems, inspection and certification bodies, expert organizations performing industrial‑safety reviews, equipment manufacturers and regulators.
Q: Is it current or superseded?
A: The 2014 Order No. 116 remains an important historical document, but its provisions have been consolidated and updated in later Rostekhnadzor FNiP documents; commercial and regulatory references indicate it was superseded by Rostekhnadzor FNiP (Order No. 536 of 15.12.2020) and related redactions. Users should consult the latest Rostekhnadzor rules (and official legal publications) for the current binding text.
Q: Is it part of a series?
A: Yes — it is one of a suite of Federal norms and rules (FNiP / ФНиП) covering industrial safety across specific classes of hazardous production objects (e.g., rules for pipelines, lifting equipment, petrochemical facilities, boiler/pressure equipment, and procedures for industrial‑safety expertise). These FNiP documents are organized by topic and are updated or replaced over time by new Rostekhnadzor orders.
Q: What are the key keywords?
A: Pressure equipment; boilers; pressure vessels; hydraulic test; technical inspection; nondestructive testing; industrial safety; Rostekhnadzor; hazardous production object (OPO); documentation; safety valves.
