Overview
IEC TS 61463:2016 is a Technical Specification that defines seismic qualification for bushings used on transformers, electrical apparatus and buildings. Applicable to both AC and DC high‑voltage bushings with highest voltages above 52 kV (or with resonance frequencies inside the seismic response spectrum), the document specifies acceptable methods and requirements to demonstrate that a bushing can maintain its mechanical strength, insulation and current‑carrying capability during and after an earthquake. Seismic qualification is performed upon request and is not normally required for bushings ≤ 52 kV when established construction practice is followed.
Key Topics
- Scope and applicability: Criteria for when seismic qualification is required (voltage level and resonance considerations).
- Qualification methods: Three principal routes:
- Static calculation - simplified, conservative load/stress checks.
- Dynamic analysis - modal analysis using time‑history methods or Response‑Spectrum (RRS) approaches to predict bushing response.
- Vibration (shake) tests - laboratory testing of the bushing alone, mounted on a simulating support, or on complete apparatus.
- Severities and loading: Definition of ground‑level and flange‑level seismic severities and how to derive design inputs.
- Test details: Mounting, external load (head/terminal loading), measurement of natural frequency and damping (including sine sweep and free oscillation), standard frequency ranges and test methods.
- Evaluation and acceptance criteria: Procedures for combining stresses, cantilever tests and harmonized maximum permissible stresses referenced to relevant IEC material standards.
- Information exchange: Required data from apparatus and bushing manufacturers to perform qualification.
- Annexes: Flow charts, free oscillation test guidance, static calculation examples, and special cases (e.g., center‑clamped bushings).
Applications
IEC TS 61463 is used by:
- Bushing manufacturers for qualification and product documentation.
- Transformer and apparatus manufacturers specifying seismic performance when integrating high‑voltage bushings.
- Utilities and asset owners requiring seismic assurance for critical substations and equipment.
- Test laboratories and seismic engineers performing dynamic analyses or vibration testing.
Practical outcomes include validated designs, test protocols, and acceptance criteria ensuring continuity of service and safety after seismic events.
