Overview
ISO 10418:2019 - "Petroleum and natural gas industries - Offshore production installations - Process safety systems" defines objectives, functional requirements and guidance for the analysis and design of surface process safety systems on offshore production installations. The standard applies to fixed and floating offshore production installations used for hydrocarbon recovery (not to mobile offshore units or subsea installations). It focuses on methods to protect assets against loss of containment of hydrocarbons or other hazardous materials and describes complementary support systems used to reduce risk.
Key topics and technical requirements
- Scope and applicability: surface process safety systems for fixed and floating offshore facilities; guidance (not exhaustive) for lifecycle stages from early design to modification and operation.
- Objectives & functional requirements: defined minimum criteria to meet health, safety and environmental goals for protection devices and systems.
- Safety analysis concepts: structured review techniques and prescriptive options for hazard identification and risk assessment. ISO 10418 outlines three approaches:
- adopt prescriptive guidance (referencing API RP 14C),
- use structured review techniques to identify hazards and specify systems based on analysis, or
- use a combination of both.
- Process safety system design: requirements for instruments and equipment that prevent, detect, control or mitigate undesirable process events. Includes sensors, logic solvers, final elements and safety instrumented systems (SIS) implementing safety instrumented functions (SIFs) and safety integrity levels (SILs) (see IEC 61511).
- Protection devices & identification: symbols, identification and functional expectations for devices such as ESD systems, shutdown valves (SDV), pressure relief devices (PRD), blowdown, subsurface safety valves (SSSV/SSCSSV), gas detection, alarms and fire loops.
- Support systems (informative annex): emergency support systems (ESS) including fire detection, gas detection, ventilation, containment, sumps and blowdown. Annex on toxic gases and a bibliography support implementation.
Applications and users
ISO 10418:2019 is used by:
- Process and safety engineers designing offshore production facilities
- HSE and risk managers performing hazard identification and risk assessments
- Asset owners and operators for design, modification and lifecycle risk management
- Contractors and integrators specifying protection systems and instrumentation
Practical uses include selecting protective architectures, specifying SIS/SIF requirements, defining ESD and blowdown strategies, and ensuring coordinated emergency support systems.
