Overview - ISO 14998:2013 (Completion accessories)
ISO 14998:2013 is an international standard for completion accessories used in the petroleum and natural gas industries. It defines requirements and guidance for functional and technical specifications covering design, verification and validation, materials, documentation and data control, redress/repair, shipment, and storage. The standard applies to downhole equipment functions such as pressure-containing, load-bearing, disconnect/reconnect, tubing movement, and opening a port. Installation, connections to the well conduit, and several product groups covered by other ISO standards are outside its scope.
Key technical topics and requirements
- Functional specification: Definitions of functional types, well and operational parameters, environmental compatibility, and compatibility with related well equipment.
- Technical specification: Technical characteristics, detailed design requirements, design verification and validation procedures, and control of design changes.
- Design validation and grades: A tiered system of design validation grades (V0–V6) lets users select the level of validation testing appropriate to the application.
- Quality management: Three quality grades (Q1–Q3) set minimum supplier/manufacturer quality and inspection requirements-with Q3 as the baseline and Q1 the most stringent.
- Supplier/manufacturer obligations: Documentation and data control, product identification, traceability (heat/job-lot traceability), quality requirements, and non‑conformance handling.
- Lifecycle handling: Prescribed requirements for redress and repair, plus shipment and storage practices to preserve integrity.
- Validation tests: Normative annexes specify validation test requirements for specific functionalities (disconnect/reconnect, tubing movement, opening a port).
Practical applications
ISO 14998:2013 is used to:
- Specify and procure completion accessories that meet repeatable, auditable design and quality criteria.
- Guide manufacturers in design verification/validation and traceability for downhole components.
- Define inspection, testing and documentation requirements for acceptance and field use.
- Support end‑users in selecting appropriate quality and validation grades for specific well conditions and operational risks.
Who should use this standard
- Completion design engineers and product manufacturers
- Procurement and quality assurance teams at oil & gas operators and service companies
- Test labs and third‑party inspectors involved in validation and verification
- Maintenance and repair shops managing redress, repair, storage, and shipment of completion accessories
Related standards and references
ISO 14998 references and complements other industry standards such as ISO 11960, ISO 10432, ISO 10423, ISO 14310, ISO 15156, ISO 9000, ISO 2859-1, ISO 3601, and ISO 9712. It excludes products already covered by those standards (e.g., casing/tubing specs, specific completion devices) and does not cover installation procedures.
