Overview
ISO/TS 21189:2019 defines a Protocol Implementation Conformance Statement (PICS) pro forma for conformance testing of the Contextual Speed Information Service specified in ISO/TS 17426:2016. It provides the standardized template, guidance and completion rules required for suppliers and test laboratories to declare which Contextual Speed capabilities their implementation supports. The document follows the conformance-testing guidance of ISO/IEC 9646-7 and is aimed at enabling interoperable, verifiable Cooperative ITS deployments that deliver contextual speed information to road users.
Key Topics
- PICS pro forma (Annex A, normative): a mandatory, reproducible template suppliers must use to declare conformance. ISO permits reproduction of the pro forma and completed PICS for its intended purposes.
- Structure and required items: guidance for completing the PICS; identification of Implementation Under Test (IUT) and System Under Test (SUT); protocol identification; global conformance statements; and detailed per-item conformance declarations.
- Status and support semantics: uses ISO/IEC 9646-7 status notations (m, o, n/a, x, o.i, c.i, i) and requires suppliers to fill the support column with Y/N/N/A. Values allowed and values supported columns capture types, ranges or lists of supported parameters.
- Instructions and prerequisites: clear rules on preserving numbering, naming and ordering of pro forma items; parsing expectations (supporting a PDU requires ability to parse all valid parameters); and where conditional or qualified options apply.
- Normative references: ISO/IEC 9646-1, ISO/IEC 9646-7, and ISO/TS 17426:2016.
Applications
- Suppliers and OEMs: produce a standardized PICS to document which Contextual Speed features and parameter ranges their ITS components implement.
- Test laboratories and certification bodies: use the PICS pro forma as input to develop Test Suite Structure & Test Purposes (TSS & TP) and Abstract Test Suites (ATS) for formal conformance testing.
- System integrators and transport authorities: evaluate interoperability claims, plan deployments, and verify that roadside units or vehicle systems meet the Contextual Speed service requirements.
- Regulators and procurement teams: include PICS-based conformance evidence in tender and certification processes for Cooperative ITS solutions.
