Overview
CEN ISO/TS 21189:2019 - harmonized with ISO/TS 21189:2019 - defines a Protocol Implementation Conformance Statement (PICS) pro forma for conformance test specification of the Contextual Speed Information Service (as specified in ISO/TS 17426:2016). It provides the standardized template and guidance that suppliers must use to declare which protocol features and parameters their implementation supports, in accordance with the conformance-testing guidance of ISO/IEC 9646‑7.
This Technical Specification supports the harmonized deployment of Cooperative ITS (C‑ITS) by enabling consistent, testable declarations of implementation behaviour that feed into test suite development (TSS & TP, ATS & PIXIT).
Key topics and requirements
- PICS pro forma (Annex A, normative): a reusable, tabular template suppliers may reproduce and complete when declaring conformance for the Contextual Speed Information Service.
- Structure and completion guidance: instructions cover pro forma sections for implementation identification, protocol identification, global conformance statements and detailed conformance items.
- Status and support conventions: uses ISO/IEC 9646‑7 status notations (m = mandatory, o = optional, n/a, x = prohibited, o.i, c.i, i) and support markers (Y/N/N/A) so results are unambiguous and machine‑readable.
- Columns and semantics: item description, reference (to ISO/TS 17426), values allowed, values supported - suppliers must indicate supported value ranges and parameter semantics.
- Conformance requirement: a conforming PICS must preserve numbering, naming and ordering of the pro forma items and be completed per the guidance in A.1.
- Normative references: ISO/TS 17426:2016 (Contextual Speeds) and ISO/IEC 9646 parts 1 and 7 (conformance testing methodology and PICS).
Practical applications
- Standardized supplier declarations for interoperability testing of C‑ITS services, specifically Contextual Speed messages.
- A foundation for test houses and certification bodies to design Test Suite Structure & Test Purposes (TSS & TP) and Abstract Test Suites (ATS) and PIXIT data.
- Facilitates interoperable deployment of speed advisory and speed management services used in road safety, traffic management and emissions reduction strategies.
- Enables OEMs, ITS integrators and service providers to document exactly which protocol options and parameter values their ITS‑Stations (ITS‑S) implement.
Who should use this standard
- ITS equipment manufacturers (OEMs) preparing conformance documentation.
- Conformance test laboratories and test-suite developers.
- Certification bodies and national standards organizations implementing C‑ITS conformity schemes.
- System integrators and traffic authorities who need to verify interoperability of Contextual Speed Information Service implementations.
