Overview
ISO 16999:2003 - Wood-based panels - Sampling and cutting of test pieces - defines rules for selecting, cutting and documenting small test specimens from wood-based panels for laboratory testing. The standard focuses on consistent, unbiased sampling and specimen preparation for properties such as moisture content, density, swelling and plywood bonding quality. It explicitly does not cover sampling for deriving characteristic values for structural design (those use medium-sized test pieces).

- Sample size n depends on the test purpose and may be specified in the relevant test standard.
- Because of within- and between-panel variability, testing requires a certain number of panels (n) and a number of test pieces (m) cut from each panel.
- Table 1 in the standard gives example minimum values m for several properties (for example: moisture content m = 4; density m = 6; swelling after immersion m = 8; plywood-bonding quality m = 10). For other properties follow the relevant test method.
- Orientation and groups
- For properties that differ in the two principal in-plane directions, two groups of m test pieces are required: one with longitudinal axis parallel to production (machine) direction, the other perpendicular.
- For asymmetric panels (different faces), half of m (m/2) shall be tested with each surface orientation when surface orientation influences results.
- Cutting and cutting plan
- Test pieces must be cut to dimensions specified in the relevant test method using unbiased selection.
- At least one test piece of each group should be cut from the edge of a trimmed panel.
- Minimum distance between two test pieces for the same test is 100 mm (may be waived for replacement pieces); special cutting plan applies for plywood-bonding tests.
- Edges must be clean, unburned and perpendicular to the panel plane.
- Marking and documentation
- Mark each test piece with test-panel identification number, test-piece serial number, and where possible original length direction and original upper/lower surface.
- A sampling report must record place/date, personnel, reference to ISO 16999, number of panels n, number of test pieces m per group, cutting plan and other relevant information.
